Education is fundamental for children’s development and a powerful catalyst for improving their entire lives. International human rights law guarantees everyone a right to education. But it surprises many to learn that the international human rights framework only explicitly guarantees an immediate right to free primary education—even though we know that a child equipped with just a primary education is inadequately prepared to thrive in today’s world.

Children who participate in education from the pre-primary through to the secondary level have better health, better job prospects, and higher earnings as adults. And they are less vulnerable to exploitation and abuse, including child labor and child marriage.

All countries have made a political commitment through the United Nations “Sustainable Development Goals” to providing by 2030 both access to pre-primary education for all, and that all children complete free secondary school education. Yet the world appears on track to fail these targets, and children deserve more than yet another round of non-binding pledges.

For these reasons, Human Rights Watch believes that it’s time to take countries that made these commitments at their word, and expand the right to education under international law. It should explicitly recognize that all children should have a right to early childhood education, including at least one year of free pre-primary education, as well as a right to free secondary education.

We are not alone in this belief.

In 2019, the World Organisation for Early Childhood Education and the Latin American Campaign for the Right to Education met with experts from the United Nations Committee on the Rights of the Child to share their research, concluding that the legally binding human rights framework failed to adequately specify that the right to education should begin in early childhood, before primary school.

In December 2021, UNESCO—the UN education organization—concluded that in light of 21st century trends and challenges, the right to education should be reframed, and that recognizing early childhood education as a legal right at the international level “would allow the international community to hold governments accountable and ensure there is adequate investment.”

In 2022, these sparks began to catch fire.

In June, various international children’s rights and human rights experts called for the expansion of the right to education under international law, to recognize every child’s right to free pre-primary education and free secondary education. In September, the Nobel Prize laureate and education champion Malala Yousafzai and the environmental youth activist Vanessa Nakate were among over a half-a-million people around the world who signed an open letter from the global civic movement Avaaz, calling on world leaders to create a new global treaty that protects children’s right to free education—from pre-primary through secondary school.

Argentina and Spain announced their commitments to support the idea at the UN’s Transforming Education summit in September. In October, the UN’s top independent education expert recommended that the right to early childhood education should be enshrined in a legally-binding human rights instrument. And the year ended on a high note with education ministers and delegations gathered at the November World Conference on Early Childhood Care and Education in Uzbekistan adopting the new “Tashkent Declaration,” in which they agreed to enhance legal frameworks to ensure the right to education “includes the right to at least one year of free and compulsory pre-primary quality education for all children.”

So what might happen in 2023? All concerned will turn to the UN Human Rights Council in Geneva to see whether member countries will agree to start the process to begin drafting such a treaty. At least half of all countries already guarantee at least one year of free pre-primary education or free secondary education under their own domestic laws and policies. This includes low- and middle- income countries from around the world. That means that there’d be a large constituency of countries potentially willing to sign such a treaty when adopted.

Even when human rights feel under threat around the world, it’s vital for the human rights movement not to be on the defensive. Making the positive case for strengthening and advancing human rights standards has a critical role in shaping and improving the future. Guaranteeing the best conditions for children to access a quality, inclusive, free education—and thereby to develop their personalities, talents, mental and physical abilities, and prepare them for a responsible life in a free society—is the kind of positive human rights agenda that all countries should rally around in 2023.

  • Repatriations of children from detention camps in northeast Syria for family members of Islamic State (ISIS) suspects increased in 2022, with approximately 300 children returned to their home countries of Australia, Canada, France, Germany, the Netherlands, Russia, Tajikistan, and the United Kingdom.
  • In Dublin, 82 countries pledged to avoid the use of explosive weapons in populated areas. Explosive weapons – bombs, shells, and rockets – are the leading cause of child casualties in armed conflict.
  • Nigeria and Burkina Faso each agreed to end the military detention of children suspected of involvement with armed groups and ensure they receive support in reintegrating. The Houthis in Yemen signed an action plan to end the recruitment and use of child soldiers, the killing and maiming of children, and attacks on schools and hospitals. Eighteen such action plans are being implemented in armed conflicts around the world.

These areas of progress show what is possible. In 2023, governments should do much more to protect and advance children’s rights. 

Apollo Hospitals conduct 5G-based tech trial for colon cancer detection

Telecom operator Bharti Airtel and Apollo Hospitals have carried out India’s first 5G driven, artificial intelligence guided trial to detect colon cancer, the telecom firm said on Thursday.

The trial was conducted using AI on Airtel’s 5G technology with ultra-low latency and high processing capabilities, as a result of which the colon cancer was detected much faster and with greater accuracy, it added.

“At Airtel, we are geared up to lead this transformation and have demonstrated this by conducting India’s first colonoscopy trials. Healthcare is one of the most promising use cases for 5G, and we are delighted to collaborate with Apollo Hospitals, AWS, HealthNet Global and Avesha,” Airtel Business CEO and Director Ajay Chitkara said.

HealthNet Global, AWS and Avesha were the other three companies that collaborated on this trial.

The data was processed by Avesha edge inferencing applications on AWS platforms on real time basis, resulting in faster analysis.

“AI assisted Colonoscopy Polyp Detection trial will help doctors to improve quality of patient care, improve accuracy of detection rates by capturing information correctly and reducing errors. 5G, Edge computing and Artificial Intelligence can significantly improve patient outcomes by assisting in proper and timely diagnosis,” the statement added.

As per current protocol, colon cancer is detected through a colonoscopy procedure which is manual and requires great attention and time from medical practitioners for accurate detection. The standard procedure takes around 30 to 40 minutes.

“By augmenting doctor’s ability to detect, AI has been proved to improve physician’s accuracy. Early detection and removal of polyps can easily avoid them becoming cancerous. Our patient centric approach keeps us on an outlook for technologies which can make outcomes better,” Apollo Hospitals Group, Joint Managing Director, Sangita Reddy said.

UK weather: Ice warnings and rail strikes set for Boxing Day

More snow and ice will hit parts of the UK on Boxing Day as rail strikes look set to cause further travel disruption.

The Met Office has issued two yellow weather warnings for Monday 26 December, with snow and ice alerts in place across large parts of Scotland.

Ice warnings are also in place for most of Northern Ireland.

Traffic will build around shopping centres, as bargain hunters are forced onto the roads instead of railways.

The AA expects 15.2 million cars on the roads throughout Monday, but says many will be making short trips that are likely be spread out across the day.

A spokesman said: “Traffic is likely to build around shopping centres as lots of people seek a bargain in the sales, meanwhile football fans will travel to see their teams.”

Temperatures are expected to hit -4C (24.8F) in the Scottish Highlands and about 4C in Northern Ireland.

The Met Office’s weather warnings for Boxing Day include yellow alerts for:

  • Snow and ice for most of the Scottish Highlands, as well as some lowland areas until 18:00 on Boxing Day
  • Ice to hit Belfast and Newry in Northern Ireland to 10:00 on Boxing Day

The Environment Agency has 42 active alerts for possible flooding in England.

Separately, 24 flood warnings – meaning flooding is likely – are in place for areas including River Severn in Gloucestershire, Tyne and Wear coast, and River Trent in Derbyshire.

Met Office meteorologist Rachel Ayers said blizzards could hit high ground.

“Showers easing into the later part of the afternoon.

Network Rail has said railways across the UK will remain closed for a second day due to a walkout by employees who are members of the Rail, Maritime and Transport (RMT) union.

Merseyrail announced no trains would be running on Boxing Day.

ScotRail usually has a Boxing Day service in the Strathclyde area – but there will be no services there this year.

Northern operated a service between Liverpool Lime Street and St Helens Central on Boxing Day last year, but the company has said there will be no trains running on Monday.

There will also be no Southern services.

Trains do not usually run on Boxing Day, apart from some airport transfer services, such as the Stansted Express and Heathrow Express.

Instead, people can travel on Megabus or National Express bus services if they need public transport, as they run on Christmas Day and Boxing Day each year.

Meanwhile, people planning to jet off for a festive getaway will need to find other ways of getting to and from the UK’s airports.

Sandbox VR expands to new locations globally with $37M Series B led by Andreessen Horowitz

After a challenging year for location-based virtual reality startups due to COVID-19, Sandbox VR, a location-based VR startup, is making a comeback with a plan to expand its operations further across the globe.

Sandbox VR aims to be an immersive social experience through a combination of full-body motion capture and VR technologies. It allows players to step into another world and go anywhere with their friends. 

The San Francisco and Hong Kong-headquartered company announced it has raised $37 million in a Series B led by Andreessen Horowitz through its Growth Fund, which serves new companies at an inflection point, along with Alibaba and Craft. 

The latest funding, which brings its total raised to approximately $119 million, comes on the heels of three new locations launched in July in Austin, Las Vegas and Shanghai. 

Sandbox VR will use the proceeds to open 10 new retail locations across the globe, including Paramus, London and Toronto in 2022, as well as two corporate and two franchise locations

It will scale its internal studio to increase content cadence and develop a software development kit (SDK) to open up the Sandbox platform for third-party development, CEO and co-founder Steve Zhao told TechCrunch. He also said that the company plans to build a wireless technology to remove the VR hardware backpack that weighs down the players.

Sandbox VR uses hardware like head-mounted VR headsets, backpack computers, motion capture sensors and haptic vests for players.

“With more stores on the way, we’ll be ramping up our internal studios as well as developing our SDK (software development kit) to open up publishing soon,” Zhao said.

Sandbox VR develops its own games and technology, unlike other competitors that operate with licensed games, Zhao noted. The company offers five VR games: Curse of Davy Jones, Amber Sky 2088, Star Trek Discovery: Away Mission, Deadwood Mansion and Unbound Fighting League (UFL).

The pandemic broke out right before closing the company’s planned Series B funding in early 2020, Zhao said. About 80% of its employees had to leave the company, which was forced to file bankruptcy during the COVID crisis, he added. Sandbox VR has emerged from COVID stronger than ever. Its revenue is now up 20x compared to the beginning of this year (after reopening the global offices in April of this year).

“The grit and determination exemplified by Steve and his team at the height of the pandemic was more than admirable — it’s led them to become what we believe to be the strongest, most technologically advanced location-based VR offering available today,” said Andrew Chen, a16z general partner and Sandbox VR board member.

The company has 35 employees globally as of October, Zhao said. Sandbox VR currently operates 12 retail locations in the U.S., Canada and Asia. 

The global location-based virtual reality market is projected to reach $26.3 billion by 2028, exhibiting a CAGR of 32.9% from 2021 to 2028, based on a report by Verified Market Research. 

Sandbox VR started with an idea of how it can create the most immersive experience possible, like things people see in science fiction. The VR is just a component, he said, adding that the company doesn’t want to limit its business in the VR sector. 

With a mission to expand human interaction by using technology, Sandbox VR has an ambition to enter the metaverse industry down the road, which could take about 3-5 years more to get there, according to Zhao. 

“As we continue to innovate in the VR industry, we’ll move towards the virtualization of our physical spaces. One day, it’ll be like stepping into a portal where players can embody their persistent virtual avatars,” Zhao said.
